The Green Hydrogen Action Plan was presented today. This important document was put together in a participatory manner by experts, who also collected the opinions and feelings of more than 1,000 people from the public and private sectors, civil society and academia.
The plan was announced by President Gabriel Boric, together with the members of the Strategic Committee that prepared the document. Among them were formed President Michelle Bachelet, Energy Minister Diego Pardow and former Minister Juan Carlos Jobet.
“The plan that I have received today is part of a National Green Hydrogen Strategy that was launched in 2020. It aims to reduce installation and production costs by 2030, and position us as one of the most competitive producers throughout the world, as well as one of the main exporters from now to 2040,” Gabriel Boric, President of Chile.
“This industry is taking off. There are more than 50 projects in Chile in different phases of development, especially in Antofagasta and Magallanes. Among the many initiatives underway, I would like to highlight the pilot plan in Coquimbo and La Serena where there are 2,000 homes and businesses that already have access to green hydrogen, which has reduced CO2 emissions,” President Boric stated.
Stages of the Green Hydrogen Action Plan
The text includes 81 measures distributed among 18 lines of work, which will be implemented in two stages:
The first, between 2023 and 2026, will explore how to establish the conditions to develop the industry, by defining environmental, social and labor standards, implementing an efficient permit system, promoting scientific research on the industry and making progress on tax and financial incentives.
The second stage will be implemented between 2026 and 2030. It includes developing territorial planning instruments and regulations, supporting local development, promoting citizen participation and preparing human capital in order to develop the green hydrogen industry.
One of the most important milestones of this project is the installation of electrolyzer equipment in high schools to practically teach the electrolysis process and other components of the green hydrogen value chain. This process will begin in the Magallanes Region, before continuing in the Antofagasta and Biobío regions.
Other milestones are the formal opening of Ventanilla Facility H2V with Green Credit, which will support the financing of green hydrogen projects, and the closing of the first “Ventana al Futuro” (Window to the Future) public land allocation process to specify projects mainly in the Antofagasta Region.
A second land allocation process will also get under way, as well as the awarding of a tender to strengthen the Mardones Dock in the Magallanes Region, in order to increase its logistical capacities for disembarkation.
